The Longview ISD Board of Trustees consists of seven board members elected to serve, without compensation, for overlapping terms of three years each. 

May 2024 Election

Longview ISD's upcoming General Election is scheduled for May 4, 2024. The election aims to elect one trustee each for Places 1, 3, and 7 for full terms.

Early voting will be conducted at Longview ISD Education Support Center located at 1301 E. Young St.

Interested candidates can submit their Application for Place on the Ballot for the May 4, 2024 General Election starting from Wednesday, January 17, 2024.

The deadline for filing the application is 5 p.m. Friday, February 16, 2024.

Incumbents Mr. Michael Tubb (Place 1), Dr. Samir Germanwala (Place 3), and Dr. Troy Simmons (Place 7) have all filed for re-election to the Longview ISD Board of Trustees as of Friday, Feb. 2nd.

Mr. Tubb was first elected to the LISD Board of Trustees in 2018. Dr. Germanwala joined the board in 2021, and Dr. Simmons has served on the board since 1986. 

UPDATE (10 a.m. Feb. 12, 2024): Local resident Tiffany Angus has filed to run for the Place 3 seat against incumbent Dr. Samir Germanwala

Mrs. Angus previously ran against Dr. Germanwala in the 2021 election to fill the vacant seat left by retiring board member Dr. Chris Mack

Dr. Germanwala won the 2021 race by a two-to-one margin, 261 votes (66.1 percent) to 134 votes (33.9 percent).

Filing Period

If an individual is interested in serving on the Board of Trustees, the first day to file an application for a place on the ballot in a school district’s general election is the 30th day before the filing deadline. The filing deadline for a general election is 5 p.m. on the 78th day before election day. Tex. Educ. Code § 11.055(a); Tex. Elec. Code § 144.005. The deadline to file a declaration of write-in candidacy is 5 p.m. on the 74th day before election day.

Important Dates
  • Jan. 17, 2024: first day to file an application for a Place on the General Election Ballot.
  • Feb. 16, 2024: last day to file for an application for a Place on the General Election Ballot.
  • April 4, 2024: last day to register to vote, and due date of Campaign Finance Report.
  • April 22, 2024: first day of in-person early voting.
  • April 23, 2024: last day to apply for ballot by mail.
  • April 26, 2024: due date of Campaign Finance Report.
  • April 30, 2024: last day of in-person early voting.
  • May 4, 2024: ELECTION DAY!

Elections are conducted annually in May. Elections of Trustees are held annually for three-year terms in cycles keyed off the years below:

Places 1, 3, and 7: 2024, 2027, 2030 and in three-year intervals thereafter.
Places 5 and 6: 2025, 2028, 2031 and in three-year intervals thereafter.
Places 2 and 4: 2026, 2029, 2032 and in three-year intervals thereafter. 

Eligibility Requirements

To be eligible to be a candidate for, or elected or appointed to, the office of school board member, a person must:

  • To be elected to a school board, an individual must be a qualified vote: 18 years of age or older, a U.S. citizen, a Texas resident, a registered voter, not determined to be totally or partially mentally incapacitated by an appropriate court, and not finally convicted of a felony.
    Tex. Educ. Code § 11.061; Tex. Elec. Code § 11.002
  • A person is ineligible to serve on a school board if the person has been convicted of a felony or an offense under Texas Penal Code section 43.02(b) regarding prostitution.

  • Have resided continuously in the state for 12 months and in the territory from which the office is elected for six months immediately preceding the following date:
    • For an independent candidate, the date of the regular filing deadline for a candidate's application for a place on the ballot
    • For a write-in candidate, the date of the election at which the candidate's name is written in.
    • For an appointee to an office, the date the appointment is made.
    • Be registered to vote in the territory from which the office is elected on the date described above.

Form, Content, & Procedure

An application for a place on the ballot must be in writing; signed sworn to by the candidate before a person authorized to administer an oath, and dated; timely filed with the district’s filing authority (Tax Assessor or superintendent’s administrative assistant); and contain specified information about the candidate:

  • the candidate’s name, date of birth, and occupation;
  • the candidate’s residence address or the address at which the candidate receives mail with a description of the location of the candidate’s residence;
  • if available, a public mailing address and email address at which the candidate receives correspondence relating to the candidate’s campaign;
  • the office sought, including any place or other distinguishing number and an indication of whether the office sought is for a full or unexpired term;
  • the candidate’s length of continuous residence in Texas and in the district (and single-member district, if applicable) as of the date the candidate swears to the application;
  • statements that the candidate is a U.S. citizen; has not been determined by a court to be mentally incapacitated; has not been convicted of a felony; is aware of the nepotism law; and swears an oath to support and defend the U.S. and Texas Constitutions and laws.

May 2023 Election

As the current candidates for election are unopposed, the May 6th General Election will be canceled. Current board member Brett Miller will be re-elected to District 2, and new board member Crista Black will be replacing Ginia Northcutt in District 4.

A special election was held on Tuesday, Nov. 7, to elect a trustee for the vacant District 5 seat on the Longview ISD board and two Bond Propositions.
