Language Proficiency


Language usage may vary as students move from one proficiency level to another (students’ progress from beginner, to intermediate, to advanced levels of proficiency).

The 90/10 model is provided as a guide for students beginning in prekindergarten and kindergarten (see point of entry chart)

  • PK- 90% of the total instructional time shall be in Spanish and 10% of the instructional time shall be in English (in all content areas, i.e 90%/10% reading, 90%/10% mathematics).
  • Initial Enrollment (Fall) K- 90% of the total instructional time shall be in Spanish and 10% of the instructional time shall be in English (in all content areas).
  • Initial Enrollment (Spring) K-80% of the total instructional time shall be in Spanish and 20% of the instructional time shall be in English (in all content areas).
  • Iintial Enrollment (Fall/Spring) 1st-70% of the total instructional time shall be in Spanish and 30% of the instructional time shall be in English (in all content areas).
  • Initial Enrollment (Fall) 2nd-60% of the total instructional time shall be in Spanish and 40% of the instructional time shall be in English (in all content areas).
  • Initial Enrollment (Spring) 2nd--50% of the total instructional time shall be in Spanish and 50% of the instructional time shall be in English (in all content areas).
  • Initial Enrollment (Fall) 3rd-50% of the total instructional time shall be in Spanish and 50% of the instructional time shall be in English (in all content areas).
  • Initial Enrollment (Spring-Before TAKS) 3rd 50% of the total instructional time shall be in Spanish and 50% of the instructional time shall be in English (in all content areas). (After TAKS) 40% of the total instructional time shall be in Spanish and 60% of the total instructional time shall be in English.
  • Initial Enrollment (Fall) 4th-30% of the total instructional time shall be in Spanish and 70% of the total instructional time shall be in English (in all content areas).
  • Initial Enrollment (Spring) 4th-20% of the total instructional time shall be in Spanish and 80% of the total instructional time shall be in English (in all content areas).
  • Initial Enrollment (Fall/Spring) 5th-10% of the total instructional time shall be in Spanish and 90% of the total Instructional time shall be in English (in all content areas).


  • Student progress will be monitored to ensure that annual measurable achievement objectives are met.
